Health Information Technology Division

Health Information Technology Division under Department of Cancer Registry and Epidemiology commenced in the year 2012. In a short working span, the division started the development of health care related softwares and has extended support to Malabar Cancer Centre for its developments in the new arena of Health Information Technology. Also the division is looking forward in research projects, in applications of Health Information Technology for cancer awareness, diagnosis, detection and prevention. This is just the beginning of a new era, where in the world of information technology is going to initiate health information technology.

Health information technology and exchange provides the umbrella framework to describe the comprehensive management of health information and its secure exchange between consumers, providers, government, quality entities, and insurers.  Health information technology (HIT) in general is increasingly viewed as the most promising tool for improving the overall quality, safety and efficiency of the health delivery system. Broad and consistent utilization of HIT will: Improve health care quality; Prevent medical errors; Reduce health care costs; Increase administrative efficiencies; Decrease paperwork; and Expand access to affordable care. In line with recent advances in Information Technology, the Health Information Technology Division as the heartbeat of a Digital MCC, provides, operates and maintains effective, dynamic user friendly data systems that will enable the Malabar Cancer Centre to achieve its vision of a centre of excellence.

The current and future visions include;

  1. To become a fully automated Cancer Hospital and research centre with best programs and technologies available.
  2. To facilitate collaborative research work in the area of Health Information Technology including open Source Health Information Systems Research, Learning Management Systems for Health Education, Consumer Health IT Applications, Integrated Disease Information Systems, Clinical Information and Management Systems, Medical Records Digitizing and Archiving Systems, Health Care Support Networks, Health Information Technology Training, Clinical Decision Support System, Clinical Simulation Support System, Computerized Provider Order Entry, Electronic Prescribing softwares, Staff Education systems and management, Virtual space for research and innovation, Open source PACS, etc. with other institutions in the similar field.
  3. Develop and implement web based online open source health IT applications for cancer patients.
  4. We believe that timely and easy access to information is critical to the pursuit of excellence in all clinical, academic, research and administrative matters. So we plan to implement an advanced HIS Software system with adequate Privacy and Security Protections for Personal Health Information.
  5. Integrated HIT has the ability to bring all levels of medical care together, from general practitioners to specialists, effectively bridging the healthcare gap experienced by many of our communities where shortages of appropriately trained healthcare providers have been difficult to resolve. Integration of HIT applications will improve quality of care for patients including increased patient safety, enhanced provider to provider sharing of relevant patient information, improved continuity of care, improved access to essential services in underserved areas, simplification of patient education, and decreased costs related to improved efficiencies in management of clinical data and treatment related information.
  6. Improved and enhanced use of Tele Health systems, such as Tele medicine, Tele radiology, Tele behavioral health, Tele pharmacy, and distance learning systems utilizing videoconferencing equipment are also emerging as cost-effective ways to improve healthcare quality outcomes. Interoperable HIT systems built with these fundamental components can be utilized to enhance patient safety and continuity of care by streamlining access to critical healthcare information by both clinicians and consumers alike.
  7. The process for improvements in health outcomes, clinical quality, or efficiency resulting from the adoption of certified EHR technology
  8. To facilitate delivery and retrieval of clinical data to provide safe, timely, efficient, effective, and equitable patient-centered care and the promotion of secure data exchange.
  9. Improving the quality, patient safety, access and cost-effective delivery of care as a result of using information technology which facilitates the collective ability of the involved departments to exchange, share and integrate health information.
  10. Follows common, nationally-endorsed set of principles and standards for the technology and policy aspects of health information exchange.
  11. Develops and implements a technical infrastructure based on national standards to facilitate interoperability.
  12. Improve the quality and efficiency of health care delivery for patients by accelerating the adoption and use of a collaborative model including health information technology (HIT) and health information exchange (HIE).
  13. Minimize redundant data capture and storage and to promote evidence-based medical care to improve patient safety and quality.
  14. Leverage existing health information systems.
  15. Enable care delivery innovations.
  16. Allows individuals to quickly and easily access their personal health information electronically, and monitor accuracy and operate in an open and transparent manner.
  17. Use digital technology to support patient centered hospital care and extend that care beyond the hospital walls and improve service delivery through Interactive Voice Response (IVR) and Voice over Internet Protocol (VOIP) technologies where possible and to support and accommodate electronic signatures.
  18. Improving the quality of care by decreasing medical errors and assuring that all your health care providers have accurate and timely information

The Major Activities in the year 2012-13

  • Developed a dynamic website for MCC in English and Malayalam Languages using open source content Management System with the domain www.mcc.kerala.gov.in
  • Research Tie-up with C-DIT: Initial discussions are completed and MoU Signed for research Tie-up with C-DIT in the area of Health Information Technology.
  • Implemented e-Procurement Mission Mode Project of Govt. of Kerala at MCC
  • National Knowledge Network: Implementation of NKN connectivity at MCC is progressing.
  • Implemented Malayalam Computing at MCC in association with Akshaya Project office, Kannur
  • Initiate and speed up the HIS software Implementation activities
  • Computer Hardware Maintenance: 50 new computers, 5 printers and 2 scanners are allotted to various departments. Hardware maintenance and supporting going on.
  • Handling Computer Science classes for B.Sc. (MRT) students.
  • Developed Salary Software for MCC
  • Edu@Expert-Delivering series of lectures using Telemedicine facilities about cancer awareness to Nursing Students and Staff.
  • Developed Canteen Billing and Management Software for MCC Canteen
  • Development of Diet Management Software, Cancer Patient Mapping Software, clinical Calculator Software Developments are in final stage
  • Implemented Static IP for Broad band Connection
  • Telemedicine support for Diagnosis
  • Online Career Application: Online application software implemented and maintained for inviting application for the posts on contract and project basis.
  • Student Project support: Started Project support for MCA and M.Sc Computer Science Students at MCC
  • Institutional E-mail ID: Institutional E-mail ID is activated and provided to Departments
  • Smart Class Room: Implemented two Smart Class rooms at MCC for classes, seminars and conferences.
  • e-Palliative: An online Palliative Care and Support Network development is going on with the help of Palliative Groups in Kannur Districts.
